OPINION —Some town staff claim letting River of Time have space at $1/year violates Arizona law. I have not heard a legal person whose opinion I respect agree. To gain insight, I listened to the Feb. 24 town council retreat on YouTube (time stamped 4:45:07).
I was struck by how adversarial/unfair/one-sided the presentation was. Examples:
1) The case cited for violating law was ruling on Phoenix giving a developer up to $97,400,000 to provide 3,180 free parking spaces for 45 years. Understand legal analogies but what a comparison for effectively evicting our museum in our town of 23,000?
