Town Council to talk noise, strategic plan and more
As it gets ready to move into a new calendar year the Town Council has some high profile items it will attempt to clear off the desk at its last session of 2016 on Thursday this week.
Revisions to the noise regulations in Town Code are on the agenda for a public hearing and potentially final adoption.
The version the council will be considering proposes decibel level measurements to determine violations. The level would be measured from the exterior wall of the structure where the complaint is coming from.

As it gets ready to move into a new calendar year the Town Council has some high profile items it will attempt to clear off the desk at its last session of 2016 on Thursday this week.
Revisions to the noise regulations in Town Code are on the agenda for a public hearing and potentially final adoption.
The version the council will be considering proposes decibel level measurements to determine violations. The level would be measured from the exterior wall of the structure where the complaint is coming from.
The standards proposed for such violations would be 70 decibels during daytime between 6 a.m. and 10 p.m., and 50 decibels overnight between 10 p.m. and 6 a.m.
There is a provision that allows for extension of the 10 p.m. cutoff to 11 p.m. in conjunction with events with a special event permit issued by the town.
There are no longer distinctions for the seasons.
There are also new provisions designed to accommodate multi-family residential, and for vehicles using noisy mechanical methods for slowing on downgrades.
The council will also be considering a concept design for the planned Fire Station #2 relocation project.
Hunt Caraway Architects have developed a plan for a 9,600 square-foot facility with a strong residential look.
The proposed site is located on the west side of Fountain Hills Boulevard at Muskrat Drive, just north of Shea Boulevard.
Council approval of the design concept will allow the architects to complete building plans and call for contractor bids on the project.
Tentatively construction would begin later in the spring (2017) with completion around the end of the year.
Council will hold a public hearing and consider a special use permit requested by EPCOR Water for installation of a 50-foot radio transmission tower at the water tank facilities within the Adero Canyon subdivision.
The tower will allow for more efficient monitoring of the operation of the equipment at the site, according to EPCOR officials.
At its meeting on Dec. 8, the Planning and Zoning Commission voted to recommend the council approve the permit request.
The council will review and consider a proposed draft of the 2016 Fountain Hills Strategic Plan presented by the Strategic Planning Advisory Commission.
SPAC has been working closely with the Vision Fountain Hills Committee with its work earlier this year.
The plan is revised from the 2010 update of the original plan adopted in 2006.
The council will consider a resolution to revise the job description for the Tourism Coordinator. The plan is to expand the duties of the position into the new job of Communication and Marketing Coordinator.
The job would be responsible for branding across all social media platforms, websites, press releases and other modes of communication.
The position would split oversight between the Recreation Supervisor and Town Manager.
Currently Grace Rodman-Guetter holds the job of Tourism Coordinator.
Town Manager Grady Miller is scheduled to update the council on the Fountain Lake quality enhancement efforts.
Councilman Alan Magazine has asked that the council discuss directing staff to analyze the impact of a recent court case regarding the Arizona Public Safety Pension Plan as it relates to the town’s contract with the Maricopa County Sheriff’s Office.
The request includes the possibility of placing action on a future council agenda.
The Town Council will meet Thursday, Dec. 15, at 6:30 p.m. in council chambers at Town Hall. The session is open to the public.
