PADs, as I understand it, allows for more “flexibility” in zoning. It can be abused by changing dramatically how parcels are developed. It was abused here. Instead of changing the mix of residential types allowed for this parcel, it allowed a significant part of the parcel to be turned into a large resort.

Once again, the residential fabric of our community may be on the way to being tattered. Back in 2014, the town used a process called Planned Area Development (PAD) to alter the planned quiet residential neighborhood around the Adero Canyon.
PADs, as I understand it, allows for more “flexibility” in zoning. It can be abused by changing dramatically how parcels are developed. It was abused here. Instead of changing the mix of residential types allowed for this parcel, it allowed a significant part of the parcel to be turned into a large resort.
The proposal opened up the opportunity to change from quiet residences to a four-fold increase of rentals/hotel rooms and the noise and traffic issues that resorts often bring. Note, there is only one entry point to this resort through a neighborhood. That proposal allowed up to 120 hotel rooms, making it the largest hotel, by far, in town.
Yet, at that time there was, and is, better zoned parcels for that use. Included is the large parcel at Palisades and Shea. A few Planning and Zoning commissioners voted against this bad proposal, including my husband, but our Council approved it.
Guess what, I just read that there is a proposal to add 300 rooms to the resort. Our Council needs to not fold again to these community disruptive development requests.
