The Town Council will consider an extension to the sunset provision in the town’s sign ordinance, which otherwise would ban A-frame signs and banners effective Dec. 31.

The proposal would allow the continued use of such signs through 2015.

Planning and Zoning Commission members recommended approval of the extension after expressing disappointment that there remain significant violations of the rules, particularly as they relate to the A-frame signs.

The recommendation P&Z sent to the council urges staff to increase enforcement and attempt to “flip” the compliance rate.

Staff reports that a survey taken in October found that 80 percent of the signs in use were in violation of some aspect of the ordinance.

The recommendation acknowledges the somewhat lax enforcement policies as well as a still weak economy, which could be impacted by banning the signs.

The council proposal calls for extending the sunset date another year, urging staff to increase enforcement and working with business to improve understanding of the regulations.

Currently enforcement is complaint based.

The council will also consider a special event application as well as town co-sponsorship for the Concours in the Hills event, which benefits the Boys and Girls Club.

The event is scheduled for Saturday, Feb. 7, at Fountain Park.

The council will also consider the acceptance of two sculptures for Fountain Park. The proposed statues of George Washington and Thomas Jefferson would complete the town’s own “Fount Rushmore” display of presidential art.

With its consent agenda the council will consider a professional services agreement with Wood Patel and Associates to provide construction management services for the Saguaro Boulevard re-construction.

The contract for the service totals $399,200.

Also related to the Saguaro project, the council is considering a contract with SRP to provide for the relocation of SRP facilities that are in conflict with the reconstruction work. The cost of this agreement is $153,470.

The council will also hear a presentation from the League of Arizona Cities and Towns outlining the Council/Manager form of government.

The council meets on Thursday, Dec. 18, at 6:30 p.m. in council chambers at Town Hall. The session is open to the public.
