P&Z to consider Tractor Supply request

The Planning and Zoning Commission meets on Thursday this week and will be discussing a zoning request to allow a retail hardware, outdoor, farm supply store in Fountain Hills.

Tractor Supply Company, a chain with more than 1,300 stores nationwide continues to expand in Arizona and has proposed a new store for Shea Boulevard at Monterey Drive.

The commission will hold a public hearing and consider a recommendation to the Town Council regarding a Planned Unit Development (PAD) for the site, which is currently zoned C-2, intermediate commercial.

The Tractor Supply Company will include uses not permitted within C-2 zoning and the PAD will adjust the zoning to encompass those uses.

The PAD would include a hillside disturbance waiver for a portion of the property, a revision to the parking standards, a special use permit for outside display, adjust drainage detention requirements, outline off-site landscaping responsibilities and reclassify the zoning district.

Staff is recommending approval of the request.

“The proposed design adequately integrates into the existing overall commercial nature of the area and staff recommends approval of the PAD and accompanying development plan,” the staff report states.

With approval the site would include a 21,702 square-foot retail building, a fenced area to accommodate an outdoor retail area as well as associated storage structures.

According to a summary provided by the applicant, the proposed development is expected to have a positive impact on neighboring residential. Standard operating hours, 7 a.m. to 8 p.m. seven days a week, are reasonable for a residential lifestyle. Loud noises are not typical for the stores.

Proposed development standards include a screening wall between residences and outdoor storage of eight feet in height Four-foot deep metal awnings will be colonial red. There will also be faux barn shutters and decorative gooseneck light fixtures on the front elevation.

The Planning and Zoning Commission will meet on Thursday, July 24, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.

The council is scheduled to consider the Tractor Supply Company request at its second meeting in August, on Thursday, Aug. 21.
