Morningstar plan outlined to P&Z

They came in contact with Morningstar and believe the proposed site just south of Avenue of the Fountains at Verde River Drive is ideal for the senior living center.
Discussions with the town regarding Morningstar led to a plan to develop all of the vacant property downtown, providing for commercial office and retail along the Avenue of the Fountains with residential lofts above.
Felkins said they believe Morningstar is an effective transition between downtown commercial and multi-family condos just to the south.
Felkins introduced Matt Turner, CFO for Morningstar, who outlined the company background.
Morningstar was founded in Denver about 12 years ago by Turner and a partner. He said they currently have projects in eight states with two facilities operating elsewhere in the Phoenix area.
Turner said the company mission includes a commitment to honor God in the company business practices and relationships, providing a base for strong moral values and ethics.
The Fountain Hills project would provide assisted living for seniors and memory care for Alzheimer’s and dementia patients. Turner said the facility would offer no independent living or skilled nursing services.
The Fountain Hills unit is proposed to cover 81,550 square feet over two stories on a 45,300- square-foot footprint.
Turner said the facility will have approximately 70 FTE jobs including full-time and part-time. The payroll should total about $1.7 million per year. He said it would also generate $1.4 million in near-term taxes and fees. He said he could provide more detailed information on those calculations.
Turner said the facility would have minimal impact on town resources with low traffic counts, minimal noise, etc. Fountain Hills Fire Department estimated the facility will generate approximately 40 calls per month.
The Morningstar facility will offer residents amenities such as salons, spa baths, theater, library, meals, social activities and housekeeping services.
All meals are served restaurant style in a common dining area. Bedroom suites are designed without cooking facilities.
“We want to provide a quality environment and options for aging residents who wish to stay in Fountain Hills,” Turner said.
