Bonds have been used to pave our roads since incorporation and, as with Saguaro Blvd., to rip out and pave a new road. I never wrote “There was more than enough budget and rainy day funding available to repair damage to Golden Eagle Park.” I refer that letter writer to Resolution 2017-09, Page 4 (2)(B), Use Rules: Rainy Day Funds; there are only four ways to use the fund. I also checked with the Town’s financial officer, whose opinion was we could not use the rainy day fund to repair the park.
My letter was based on the Town of Fountain Hills’ Annual Financial Report, FY ended June 30, 2018. The rainy day and unassigned monies on page 54, under Fund Balance classifications, total almost $5 million. Back to Resolution 2017-09, Page 5 (C), Unassigned Fund Balances. By resolution, the Town Council allocated general fund surplus funds can be transferred to the rainy day fund.

I never said that park repairs could be accomplished using, deferring, or canceling other projects. I wrote, “On Nov. 6, the council approved $103,000 to replace the grass at the park, using deferred capital projects.”
The $8 million bond will be paid off in 2020. A town property tax of $7 million will cost an astronomical amount and go on forever.
I thank The Fountain Hills Times for allowing us to send in opinion letters. Part of their policy is they will not print letters judged as personal attacks. I respect everyone’s opinions and will not disrespect or misquote them. I only hope they will do the same.
