How should Arizona control costs of Empowerment Scholarship Accounts (ESAs)?

Are you comfortable with expenditure of about $1 billion for 92,000 students since the 2022 school voucher expansion? Is the process fair to all students and all families, regardless of income? Should the program be open to all, or limited to income-qualified and special-needs recipients? Should accountability for expenditures by recipients be tightened and more closely monitored?
