The fundamental reason that Congress is unable to pass effective healthcare legislation, is that they do not understand that the current medical system does not have the capacity to provide healthcare for all.

It has not kept up with the needs of an aging, increasing population by not increasing the number of trained personnel and medical facilities and reducing drug prices. As a result, the focus of the health legislation is on fairly rationing services, which is difficult to accomplish.
