Does this mean that residents who pollute as much, and who live in condos or apartments which sit on one parcel, pay nothing (property owner pays $36 for all tenants)?

Since some undetermined board voted to levy this fee according to property parcel rather than address, this circumstance came about. There a residents who have small portions of their property plated and divided into two (and a few into three) parcels.

If so, then the billing should have been based on address for fairness and increased revenue.
It may be in your readers’ interest for The Times to investigate this situation, especially as during my phone calls to various Fountain Hills Town Hall officials I have been informed that they have been inundated with questions on how this all came about and no one really seems to know much about it and how it can be remedied.
