Dispute between Maricopa County Recorder, Supervisors could impact this year's elections

Early voting in Maricopa County has been handed over to County Recorder Justin Heap as his more than a year-long feud with the county board of supervisors continues.

The Maricopa County Board of Supervisors and the county recorder work together to run elections in the county. When he took office in January 2025, Heap began to quarrel with the board over how much control his office should have in running the county’s elections under state law. It turned into a lawsuit against the board in June 2025.

The board and its attorney stated Heap acknowledged they were very close to an agreement on how to split election duties and settle the lawsuit when Heap simply walked away from the negotiating table.
