May 30, 1866 – Senator Jacob Howard (R-MI), author of the 14th Amendment clause read:
“Every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons. It settles the great question of citizenship and removes all doubt as to what persons are or are not citizens of the United States. This has been a great desideratum in the jurisprudence and legislation of this country.”
It was noted that “their jurisdiction” meant political allegiance to the United States, not geography – not U.S. soil. Congress had excluded Native Americans from citizenship, because their “allegiance” was to their tribes, not to the United States, which they reversed later.

Article 1, Section 8, Clause 4: “The Congress shall have the power to establish an uniform rule of naturalization.”
Not Obama, not the Supreme Court, not DHS or ICE. The only ruling SCOTUS issued on citizenship was in 1898, where they ruled to grant citizenship to the children of legal immigrants.
Pew research shows approximately 350,000 anchor babies are born on U.S. soil every year. Illegals qualify for taxpayer- funded housing, food, healthcare and hospital delivery. Then the anchor baby also qualifies for minimum $400/month in tax dollars, and 71 percent receive some form of ongoing welfare.
An additional 60,000/year are born via the birth tourism industry. Then our insane family policies, each baby brings a village – which could total millions per year. This erroneous reading is forever altering and bankrupting America!
