Perhaps it is time (That is, if the legal boys determine that it is allowable) to turn Fountain Hills into a gated community; all 12,000 acres into a giant gated community.
Of course, no physical gates at points of town entry/exit, only electronic gates in the form of license plate readers, as a means of generating dollars for town road maintenance. Those who use town roads should pay their fair share for pro rata share in the cost of maintaining roads.
The ensuing great number of details need to be worked out in due time.
