Daybreak project unveiled

Developer Jeremy Hall, a principal with Phoenix Interests, LLC, is proposing a 400-unit luxury rental complex for a 60-acre site in Fountain Hills.
Hall and his partner, Neil Ginsburg, held an open house for interested public at the Community Center on Monday, Feb. 25. Neighbors closest to the site received invitations to the event.
The site for the project is located on the hillside previously approved for a conference resort on Palisades Boulevard just north of Shea Boulevard.
Hall says that the plan they are proposing is a use far less dense and intense than the resort already approved for the site.
The conference hotel was up to five stories, Hall said. The Daybreak plan proposes as much as three stories, but also on terraced sites with lower grade than the hotel plan.
“This is a smaller project and will generate far less traffic,” Hall said. “It should be far less disruptive.”
The closest distance between development at Daybreak and the homes in the nearby Westridge subdivision is about 400 feet, according to Hall.
The CopperWynd Resort expansion, about a mile from the Daybreak site, will serve any need in the area for a conference center, Hall said.
“This is a residential use in a residential area,” he said.
There will be entries to the site located at existing road cuts off Palisades Boulevard. Street improvements will allow for traffic to move in and out of the complex without impeding through traffic.
The plan calls for 12 apartment buildings with garages, a clubhouse and a pool area. This section will be gated access only and includes approximately 270 units.
The project also includes a single apartment building with 130 units for age-restricted adult living. Amenities for this part of the project include a pool, cabana, bocce ball and pickle ball courts and a fire pit.
The current plan also includes a 30-unit building with assisted living apartments. Hall said they determined this was a need for people who live in the age-restricted building and want to transition without leaving the site.
Hall said they will seek to down-zone the property from the existing commercial to residential to accommodate the project.
“This will be a good quality project that is going to be done right,” Hall said.
Hall led MCO Properties in Fountain Hills through development at Eagles Nest and Adero Canyon up until that project was taken over by luxury home builder Toll Brothers.
Ginsburg was associated with the development of the CopperWynd Resort and was the initial manager for the hotel. He has also recently been operating an independent living facility in Scottsdale.
