Council to consider change to meeting days

When the Town Council meets this week it will consider a staff recommendation to change the meeting night for the council.

The council has been meeting the first and third Thursday of each month for at least 20 years and likely since it first met in 1990.

In his memo to the Town Council Town Manager Grady Miller said Thursdays have been the last day of the work week for staff for a number of years now and that slows the follow up process.

“Staff is unable to officially follow up on council agenda items or citizen requests until the following Monday,” Miller states. “This wait causes a delay of almost four days after each council meeting for staff to complete critical items or follow through.”

Miller said discussions among staff and with Mayor Linda Kavanagh indicate that either Tuesday or Wednesday would work, although Tuesday seems to be the preferred day.

Miller said the change would allow him to schedule his staff meetings the morning after the council session to more efficiently implement follow through.

Staff is also asking that the meeting time be moved from 6:30 p.m. to 5:30 p.m.

If a change is approved Miller said it would begin with August sessions after the council summer break.

The council will also be considering a new contract agreement with Rural/Metro Corp to provide the town with fire suppression and emergency medical services.

Town officials began negotiating with Rural/Metro earlier this spring in anticipation of the expiration of the existing contract June 30, 2018.

An agreement for a new contract has been reached and has a term of five years expiring June 30, 2022. It has annual increases of 3-percent built into the agreement.

The council will consider authorizing Miller to enter an agreement to enable the town to participate in the Urban County Community Development Block Grant (CDBG) Program administered by Maricopa County.

Miller said the town would participate in a program for communities with populations under 50,000. He said grand funding could be used to offset costs of programs such as Home Delivered Meals or transportation programs for elderly and disabled.

The council is being asked to authorize staff to proceed with projects outlined in the Capital Improvement Plan with funding budgeted for the upcoming year.

The council will consider a special use permit for a golf ball fence for a residence on Monterey Drive, as well as an ordinance amendment related to commercial and residential landscape planning and maintenance. The Planning and Zoning Commission has recommended both of these items be approved.

The council meets on Thursday, June 15, at 6:30 p.m. in council chambers. The meeting is open to the public.
