P&Z to talk assisted living facility and Park Place cellular

The Planning and Zoning Commission has a full plate of items on its agenda this week including a controversial plan for an assisted living facility at Saguaro Boulevard and Trevino Drive, just north of Shea Boulevard.

The agenda also includes a permit for a cellular communications installation atop the Park Place development in the downtown, and a request for a rezoning to allow for auto sales on property at Saguaro Boulevard and Desert Vista.

CA Ventures of Chicago is requesting a PAD (planned area development) to overlay C-1 zoning at the site for the proposed Fountain Hills Assisted Living. It is requesting nine waivers from the C-1 zoning requirements for the property.

The waivers include a special use permit for the retirement-focused multi-family use, rerouting drainage, reduction of space from building wall to drive curb, expansion of roadway easement, two 40-foot drives off Trevino, sign height, reduction of planting requirements, allow a screen wall up to 10-foot height and a waiver of sidewalk construction along Burkemo Drive.

CA Ventures is proposing a two story 126,000 square-foot facility on 5.74 acres. The building footprint is 78,000 square feet.

The facility will accommodate 141 beds providing assisted living and memory care suites. There are plans for multiple dining options, community room, clubhouse/lounge with pool, physical therapy and exercise rooms, library and salon.

Staff reports that the plan is generally inconsistent with the town’s General Plan, which was adopted in 2010 and is due for an update next year.

However, the town has been using a policy of accepting proposals for multi-family housing on commercially zoned property due to a perceived abundance of commercial.

Neighbors in the area surrounding the site have strenuously objected to the assisted living proposal, citing concerns over traffic, size of facility (which has been reduced from the original plan) and possibility of failure of the business due to other assisted living facilities in town.

The commission will also revisit a request for cellular communications equipment to be installed on the rooftop of the Park Place development along Avenue of the Fountains.

The facilities would be used by Verizon Wireless. The commission had previously rejected the proposal because the installation would extend 2.5 feet above the maximum height permitted by the development agreement. It is being revisited due to a miscalculation.

Also to be considered is a request to rezone a lot at Saguaro Boulevard and Desert Vista to allow for an auto sales facility.

The applicant is the owner of an existing auto sales lot in Fountain Hills at Saguaro and Colony Drive. He is seeking to expand his operations within the town.

The Planning and Zoning Commission will meet Thursday, May 24, at 6 p.m. in council chambers at Town Hall. The session is open to the public.

The assisted living and auto sales applications will have public hearings.
